Can anyone recommend an intensive in-person session on how to become ramped up on developing competency models?

There isn't a specific short-term intensive training I can recommend. I can offer a few resources for you and I have found to be useful:

--The Art and Science of Competency Models: Pinpointing Critical Success Factors in Organizations, by Anntoinette D. Lucia, Richard Lepsinger
--Performance-Based Certification: How to design a valid, defensible, cost-effective program by Judith Hale
--Competency-Based Performance Improvement by David Dubois
