I am interested in creating a training and development plan for my company, but I am unsure how and where to begin. Can anyone offer any suggestions, perhaps resources which would be helpful?

I suggest you start with a Training Needs Analysis to understand the current requirements within the business. You should also ensure you are familiar with any strategy documents or key objectives set by your company and align your training objectives to these.

Absolutely needs analysis and understanding of the requirements (and limitations) in the org. After you have that, pick the items with the strongest ROI to start to build momentum and get buy-in.

Have a simple prioritization tool I am happy to share if you would like it.
