One of the best and free has to be Management pocket books - http://www.pocketbook.co.uk/cartoons.asp?TAG=&CID= they have some excellent and very professional cartoons for almost every training context...

I think that real pictures have more of an impact--clip art is getting over-used and abused. If your budget is tight, try fotolia.com. Images are as inexpensive as one credit ($1) and comparable to those found on iStockphoto. I've purchased well over 1000 images in the last 10 months, and have a fairly good stockpile of images now. Many of which I have used repeatedly for different audiences.

For mostly copyright-free photos, check out www.morguefile.com. Sometimes hit or miss, but have found some nice photo images.

Very occasionally you will come across a copyrighted image, so just verify what you are getting is free.
