The point where I recognized just how valuable templates can be is when I did a project that required me to hire 12 instructional designers to create more than 100 self-study programs. These designers spent zero time thinking about what the end product was going to look like and 100% of their time on gathering content and writing. It also saved us a ton of time editing and proofing the final programs.

Documentation is absolutely critical for the learning of nuclear power plant operators and engineers, for airline pilots and mechanics, and for thousands and thousands of other jobs. To argue against the use of templates doesn't make sense to me. And it certainly doesn't jive with reality.
