My top books are focused on designing curriculum, not on the delivery. So, from an instructional design perspective... I think Ruth Clark is tops.

Efficiency In Learning
Developing Technical Training
eLearning and the Sciene of Instruction
The New Virtual Classroom

To round out my Top Five:

Job Aids and Performance Support by Rossett & Schafer

One that I always recommend is "Flawless Consulting" by Peter Block. Many consider it the bible of consulting. It's the best thing I've seen in how to get others together to work on designing and implementing training. If you're struggling with getting buy-in and consensus, you'll like this book.
