Having run a constructivist classroom in Singapore for five years and in US public schools for six, I would agree with Fanatic Facilitator that many of the success factors are universal. My experience with Singapore education is that of a systems thinking/spriral learning approach, wrote learning stopped many years ago in the sciences there.

Good classroom management is key. I've had good success with Active Learning in Singapore but only because of careful adaptation to local culture, planning, and implementation. - it helps if there is time to build relationships. Do what works for the culture you are working with and leave room for individual behaviors.

World Cafe is a method that works for group problem solving, group awareness, and brainstorming. I've adapted some activities for cross-cultural training workshops. According to the book, the method has worked well in Germany, Singapore, and the US. It is useful for critical thinking actvities as it reinforces listening and helps people build on each other's ideas.
