All right, need some advice here.

I'm in the PMO @ Systems Office of one of the largest telecomunications enterprise in Mexico. Why? ´Cause the Systems Director found out that there were a lot of requests to receive training for the IT Applications developed by the organization.

In two years, I've found out that there are several training areas in the different divisions. Also, everybody think they can handle the training on their own. And at last, I dont receive any budget (expect for $9000 for buisness trips an $2000 for software). I'm constantly involved in delivering presential IT training focused to the sales force and to engage them in the knowledge of the service applications.

Right now I've got a CMS developed by me and some engineers from the office. It is used as a library for information from other areas such as Client Service, Technical Information or even Procedures.

I need to settle things quickly enough supported with some ROI analysis, Project published in the Project Server and get into serious actions. I´ve been thinking about some certification plan based on competencies or knowledge of specific service tools.Any advice? Where should I start from?
