Food for thought:

“The primary teaching technique in undergraduate education is still the lecture. The proclivity of academics to lecture is reflected in the popular stereotype of the ‘born teacher’ as someone who seizes every opportunity to ‘teach’, i.e. to give a lecture, regardless of circumstances. The result is often amusing, but it does not develop creativity and discipline in students. Even when the purpose of the activity is student interaction in a tutorial or seminar, empirical study shows that teachers tend to do most of the talking.”

Job Instruction Training

Why? It is aimed at solving a problem, not lecturing for lecture's sake.

It's my understanding that in the UK we do a lot less 'lecturing' and focus more on student interaction. However, I guess this could come down to sheer volume of attendees, where sometimes it becomes hard to involve all.
