You might want a compliance checklist of some sort. For example, company computer security issues, HIPAA, credit card, Sarbox, privacy, etc.

One thing we know about happy employees is that they understand how THEIR work relates to the company at large. They need to understand who their 'internal customers' are. This helps them understand and better function in their role.

Although an overview of processes and procedures is necessary, it can also be overwhelming. Try to incorporate all this into some sort of 'flow' chart that indicates how the employee's work output relates to the rest of the organization (and it's goals).
