With all that is available about how adults learn - how ANYBODY learns - I will never understand how it could even be a question as to whether someone should reach far beyond talking at people to "teach" them something.

Public or state means via the government. If it weren't partially funded by the government, governed by the government than that would make it private.

Mmmm, yes, in UK and many commonwealth countries Public schools are privately operated secondary schools. They are public because they are "open to public". So the term can be slightly misleading in different context.
