If you tell them it's not training, but merely a reference tool, what would prompt them to actually use it? My guess is that they would always be too busy to do something like that if it is not required.

Since they already tend to prefer the UNstructured OJT approach of asking their neighbor at the moment they need the info (which as you say, doesn't work because the wrong info gets passed along), why not put the information into a STRUCTURED on-the-job training format (a simple two-column format with each "bit" of info or task, addressed - put the "what" (steps to perform, in order) in column 1 and , "why", "where", "when", "how", and quality concerns for EACH step of that task in column 2) and designate certain people to be the trainers - SMEs who are knowledgeable in the proper procedures and are good at explaining things. It would be cheap and extremely efficient. You already have all the material that can now be re-formatted easily and quickly by SMEs.

When the time comes to implement, you have SMEs who are ready and able to help their neighbors. That way, nobody has to be hasseled by some tedious yearly "training." And no matter how you slice it, it is training so long as the goal is that they "learn" something.

Bottom line - these folks are going to engage in UNstructured OJT and continue asking their neighbors whether or not you require some sort of games or quizzes or whatever else - simply because they prefer that method already, and it is much simpler and takes far less of their time since the OJT trainer is a "just-in-time" trainer and only gives the info they need at that moment. Everybody wins here and the best part is that you do not have to do a thing except put the SMEs to work. They can easily crank out the two-column formats in very little time. And an added benefit is that they might uncover mistakes or discrepancies in the present materials as they do the re-formatting. On top of that, the two-column format is so easy to use, many employees can just use that and not even bother with an OJT trainer.
