Always Learning, I agree. Moreover, its how a little learning can be dangerous when the work/effort put into developing the skill is not really appreciated and expectations are high.

I've had over 50 people now ask for this template. I think the issue everyone is trying to address is how to organize classroom materials in a way that make it easier for the instructor and to insure that all instructors are teaching the same stuff. Also having a good template for a facilitator guide makes it easier and faster to do instructional design because you've premade some decisions that you don't need to make every time such has how wide are the margins, where do you put the page numbers or how do you track time.
Who should be a facilitator is a good issue. But whoever does the facilitating, he or she is better with better materials.

Sure -- if your learning environment is all about the materials.

Learning Path, Over 50 colleagues requesting the tempalte attests to its worth and good materials are essential. I think that you will agree with me that, as with other requests for templates on these boards, more self development needs to be done and appreciation of expectations is prudent.
