Not sure how you can't do an RFP! Any reputable vendor recognizes that companies require it. The vendor may not like it because it does require a lot of time, but they are trying to sell you their product, and you want to make sure you're getting the product that meets your needs. Without the RFP, all you get is a sales pitch and empty promises. Good luck!

As one who has spent many hours responding to RFP's (RFQ's) ... I would say honest information about what you are looking for. What will your criteria be? If you aren't willing to consider a Cadillac, don't spec a Cadillac and then award the business to low bidders who propose a Chevy. Be honest about what you are looking for.

My best advice is to avoid a vendor who does not want an RFP (RFQ). That being said, simply be specific in what you are looking for. I did an RFP for an LMS at a previous employer and it was only 4 pages BUT included all of our requirements.
