I built an LCMS using Open Source (free to use/modify/distribute) and it does all the things you're looking for and more.

I am very new to this industry so please don't judge to quality of my work... I need practice!

If you are looking for software to build online courses, we have started using Adobe Captivate II (Captivate 3 is now available. This is a flash based software that enables rapid development of courses, simulations, narration screenshots and more.

Have you considered building (or outsourcing) a Flash template? We could build you a template that has all of the SCORM code and navigation hidden in the background, leaving you to focus on creating courses. Our courses, created with Flash building blocks, download one multimedia element while another is being played, and can be updated from text files, XML, or a database.

You could also use Lectora, but it won't have the downloading and updating capabilities that you'll desire when building a library of multimedia courses.
