I wouldn't use an LMS for this. I would use a searchable database of PDF's. I know there is one out there, and I think Adobe makes it. Like Glowman said, you don't want to maintain it in 2 places, and it should be easily retrievable. The navigation in the web-based DB system should allow you to browse by department in this case.

I have to conduct policies and procedures training in my organization. We do not have any LMS. It is too late now to propose to the board on purchasing some learning tool. My question is how do I go about conducting this, as these training sessions can become boring....pls advice.
