OK.....
It strikes me that what you are considering is, in effect, a change in the learning culture itself. That in itself suggests you have at least two fundamental questions to answer:

1. Which learnings are best suited for an elearning solution?

2. What is the organization's readiness for this change? (Technology/culture/experience with previous changes.

For #1 you might want to come back to the Discussion Board and post your initial list of ideas...and ask for experiences/suggestions from the members.

For #2 you could administer a climate survey that goes after the readiness issue. This is neither difficult nor complicated. The data would help you identify readiness gaps as well as potential pockets of interest.
