You may want to consider combining off-the-shelf courseware with some short custom courses. Licensing a course from one of the compliance companies can be quite expensive and in many cases worth it. You can be confident in the integrity of the content, courses are updated regularly and the services they offer help insure training is completed.

On the other hand, many compliance needs can be addressed with a concise 20 minute course that quickly reviews the topic, provides some examples and communicates policy. Ensuring that employees comply with rules and regs of the industry/organization has more to do with leadership and accountability than any "training" program one might provide.

That does not mean employees do not require the information and an opportunity to ask questions about it, however the solution to that is not necessarily glorified powerpoint presentations of information (which is the bulk of "online compliance training"). If you need people to have information, provide easy-to-navigate & read documentation, then provide a means by which they can ask questions and get immediate feedback.
