We are trying to come up with a way to create online student workbooks so a student can take notes from the information given in a presentation.

For example, while watching a WBT module, the student would be able to answer questions for a specific slide and record any notes they thought important. To make it as simple as possible, the student should be able to take notes in the same application running the WBT (avoid having to toggle between windows). In addition, the student needs to be able to save the notes to their desktop or ? and retrieve them later for review and/or printing. The WBTs must be SCORM compliant. Final requirement: The ability to make quick updates to the WBT when the information changes.

I know I can do this in Authorware or Flash, but I'd like to find a tool that will allow non-technical people to build or edit the WBTs. Anybody know of a tool that can handle this?
