Hi, the E-learning Guild LMS report is a great place to start. It is definitely worth taking a look at Moodle, the open source LMS. The Guild report shows that 25% of small and medium sized entities now use Moodle. We did a review of Moodle at http://www.kineo.com/open-source-tools/moodle---your-free-lms.html

With that size audience, you may want to consider using a hosted LMS solution. This works with most organizations of your size for a number of reasons, one of which is the ability to get up and running and get your feet wet with an LMS before investing gobs of money in something like a Plateau, Saba, SumTotal. Buying one of these systems and hosting it yourself is a daunting task for your IT staff (and can be so even for Fortune 500 companies). If you look at the ASTD LMS surveys, you'll see that hosted solutions are gaining ground in the industry.
Also, an enterprise-level LMS would likely be overkill for your organization. The user interfaces often contain as much as 8 clicks to get to a course, whereas a medium-range LMS will be simpler and have a cleaner interface. We are using Saba at our company. It has not been an easy implementation. We have 3500 employees and there have been many issues.
