Lots of options here, but I agree with "when Captivate works, it's great, when it doesn't..." (same can be said of most tools like Lectora, Articulate, Democreator, Wondershare, Scate, etc...)

Seen Captivate hit it's limits many times, and untying the knots to get it working was much worse than building it in a more open tool like Flash. Flash, despite the learning curve, has much less limitation, and a VAST pool of capable developers available on the market at a very reasonable cost.
