Assuming one is interested in best practices --- instructional designers design learning. *Software developers* design software. Pair them together as a team - then you have what you need to incorporate e-learning when appropriate.

I long for the day when people stop trying to glom 3, 4, 5 jobs into one... They keep doing it and then scratch their heads why their glorified page-turner powerpoint presentations aren't really engaging anybody.

A similar phenomenon happens when companies take SMEs and assume that they can send them to a class or two and *poof* they are now BOTH instructional designers and trainers.
