We do not have an LMS and are looking for an online tool with which to conduct level I evaluation and perform pre/post tests for level II evaluation.

We looked at QuestionMark a few years ago. The company I worked for at the time was thinking about developing a "question bank" of test questions that users could use to practice for a board exam.

Although we decided not to move forward with the project, I believe they have several good products that would be worth investigating further:

As a Questionmark user, I can tell you that it probably will do exactly what you need and so much more (it is a very powerful tool). In fact, if we were using Questionmark prior to installing our LMS, we probably would've skipped using the LMS (the data integrity and drill-down details are superior to our LMS reporting).

There are plenty of decent quizzing and survey tools available and defining your requirements of what functions you need the tool to perform will guide you to the right choices (if you don't have an LMS, are you expecting the tests to report results to compare pre-and post- course results via website, course integration...?)

Hope this helps spark some new ways to look at your issue.
