Megan's setup ounds like a classic structure and much like ours! Except we do little internal training as our business is custom courseware development for external clients.

But, yes, IDs who do the design and developers who do the...development. The only development IDs tend to do is maybe some graphic work for storyboard/support and document design for training guides, manuals, etc for the occasional ILT requirement.
