Been through 4 enterprise-level LMS implementations, and I will share that the experience with SumTotal fared worst by far. To be fair, some of the issues was the way the organization handles the vendor, but there were significant issues with the product and vendor as well.

I can share specifics if you wish to contact me, but in summary, response time to functional issues was not adequate.

I came from a company, to remain unnamed here, previously that purchased SUM Total as an LMS solution. We had a near rebellion from the field due to poor usability. Support was slow to non existant and everything costed bucks. Too expensive and a poor tool.

I would like to provide an alternative view of SumTotal. I personally like the system and feel it is highly robust and capable for larger organizations.

They have a 'sandbox' trail that you can play around with for 30 days for free. Before you commit to any LMS, try them out [just like I would also encourage for you to try out the competiting LMS's you are considering.]
