The content enables learning, or at least that is the goal. Only the learner can actually produce the learning. We can only deliver the content using sound instructional principles.

Three bullet points doesn't constitute "reading material" in my book. I'm not really sure where you are coming from here, but the mere fact that a PowerPoint slide has text does not mean there is something wrong with it. (And, yes, we've all be bullet-pointed to death. That doesn't mean bullet points have no valid uses).

It can be used for that. It can be used for SO much more than that. Capturing comptuer actions is only one small part of what Captivate can do.
