A few ways to approach this:

If they just want a site so employees can access (but tracking is not an issue), you may get IT to give you a spot internally, or you can get some cheap hosting (i.e. $9.99/month) from an ISP. Caution: even though they note they don't want tracking, they may ask for it later.

Moodle has a few options:
Many ISPs allow you on even some lower-cost options to have a moodle installation (unlike others who give you space, but you have to manage installation)- but everything else is DIY.

Moodle partners can cheaply host a site for you if you really don't have the capacity to manage this (and you can outsource portions of administration). Some moodle partners can go as far as to be your complete hosting and admin solution (few good shops out there).

There are other alternatives to Moodle, but most industry surveys clearly show Moodle as the leader in this space with high levels of customer satisfaction (I actually think some alternatives are equally capable and some more user-friendly, but the industry seems to be aligning most on this tool).

Thanks to all of the responses! (sorry for the delay, I was out of town for a week)

Moodle sounds great, however, I don't really have the time and/or expertise to customize and set up the LMS, and it looks like I'm not going to get any help from IT (sob)

I'm looking at Articulate online - they offer hosting packages for a reasonable price.

I know, that in a perfect world I would have several months to a year to plan and implement this - however, because of the time lost before I came on board, the management is looking for a solution asap.

Thanks again, and if anyone has used Articulate Online, I would love to hear your feedback.

We could not afford to host ourselves. Have very limited funding. We chose Learn.com to host for us. Excellent customer service and relationship (and we are small potatoes contract for them). Tech support is superb, and I am a "high maintenance" client.

Or ... you can consider an online solution... sure not many exist BUT we're building one as a matter of fact.

Called RedGrove, it's an online platform, so no installation, no maintenance, can be used, well... about right now.

You can create chapters and tests using texts, images, videos, audio, Flash through a simple text editor... publish your content and distribute and follow user progresses.

Hosted moodle is likely less expensive than Articulate Online, with tech support. That is, the hosting company provides support: you just provide the content and users (and instructors). You do not need any technical knowledge or tech staff of your own.

This page at moodle.com lists the "official" hosting companies around the world.
