We hope to find a free online survey development tool we can use to develop, and collect the responses, to a one-shot survey.
We are venturing into the world of web-based training and want our trainees to tell us which topics they would like us to develop as a pilot project.
Incidentally, we are researching the trainees felt needs/preferences at this point, not their job performance or how to enhance it.

Zoomerang is also good - better than surveymonkey i think. it allows for more questions on your survey and more respondents, as well as increased tools for survey analysis.

We've used Zoomerang as well to good success.
