I am biased towards Flash for creating interactive components. Yes, it expensive and has a "learning curve", but I have used it for nearly 15 years and love it. You might peruse other forum topics on this site for cheaper alternatives. Finding software that exports to SWF format is probably desirable, depending on what package you are creating your course in.

Lectora by Trivantis is a great contender. It is like PowerPoint on steroids. It has a mild learning curve. A beginner can produce something like you are talking about fairly quickly. Pls free to contact me for more info. ben.pitman@eProficiency.com 678-571-4179
