As I wrote before, "creating meaningful performance assessments for online training is a critical issue", online training really needs proper assessments to measure the whole learning progress.

i still think the method of the assessments in any elearning infrastracture could be the serious problem for any traning instructors or instructial designers. desktop app or web app, multimedia quiz or quick poll? any ideas?

I agree that it's important, but I wouldn't say it's one of the biggest barriers to e-learning growth. There are good methods of evaluation for qualitative and quantitative measurement, including surveys, tests, and behavioral surveys.

Ahead of measurement, I would position technological hurdles like low bandwidth, and skillset hurdles like finding talented designer/developers that understand both the technical and pedagogical sides.

Just my opinion, but hopefully that's what you're looking for.
