Bob and Laura's comments have a lot of value to them. There is a marvelous book by Mary Broad: Transfer of Training--that offers a lot of strategies for ensuring application and checking for transfer. Brinkerhoff is doing some of the best work out there on evaluation.
I personally think the best book available for practice evaluation strategies is by Toni Hodges. Full of very practical strategies and tools you can use right away (like ROE).
Laura is right--if you start with business goals you're more likely to be effective. Afterall, if we do training on irrelevant problems or on non-training problems than the best assessment tools and models in the world won't show any kind of impact. If you're looking for tools, well the ToT book (and Bob's comments seem consistent with it) will do well for you. If you're looking to guage impact of training, the Hodges material may be your best bet.
