Where can I get a set of objective criteria for assessing pilots? Thanks

At the risk of unintentionally making a really bad pun...do mean assessing a test run of a class (aka "pilot") or assessing someone who flies a plane? (seriously, in this context, it could be either one)

To start, military or civilian?
If civil: Commercial or corporate? Captain or first officer? Both? CRM?

If military: Heavy, helo or fighter? IP or squadron pilot? CRM?

And what are you trying to evaluate? Performance, communication, decision making, teamwork, leadership?
