Maybe we should approach this from a different perspective. Our company uses a blended model: 101 content is foundational / theory-based content that is delivered via eLearning (or could be simply read by students). Once that's complete, we deliver 201 workshop-based learning (instructor-led) during which students can practice what they've learned. That doesn't have to be done in a central location, the training dept. can develop activities or exercises that can be delivered locally.

Thoughts?

I agree with what has been said. Can you demonstrate that the current method is ineffective. I realize that powerpoint presentations are not training, but only communicating information. Part of the business case needs to be a demonstration that it is not working, i.e. that there is not a change in KSAs. Your measurements should provide much of this information.
