I am looking for the criteria that Brinkerhoff suggests for deciding which projects / training are good candidates for this method. They were things such as high visibility, impact...

I have looked through several of his books, but cannot find this. I know I have seen it!

Does anyone have this?

Hi Teresa - I would begin with his book about SCM (The Success Case Method). If that doesn't work, I always start with google when I'm trying to find something in general terms --

Then, I'd move on to my local college's library.

If one already understands SCM, perhaps one could draw one's own conclusions regarding its application?
