Please help me locate return-rate industry standards for training evaluations for levels 1, 2, & 3 within large manufacturing corporations like Boeing, Bose, Nike, Toyota, John Deere, etc.
We run an 80 million a year ILT and Org Dev business. Are standards for return rates for training evaluations and measurements were originally set without confirmation from industry/research. Our level 1 is a simple online or paper form (50/50 based on internet availability for customer on-sites). We value basic feedback from customers on overall sat, and instr and course materials quality. Any resources you know that state standards for eval return rates?
Our level 2 uses an online process with simple knowledge and skill questions to confirm learning objectives and what was actually learned. Any help in setting an eval return rate policy would be appreciated.
Our level 3 uses an in-person method confirming what was learned is actually being transferred to work processes and tasks. Randomly we contact 25% of students, who may decline the eval (contract commitment). Our eval completion-rate goal is 35% of the 25%, but we get less. Any standards available?

Thanks for the pointer, SSFN. We indeed have taken 3 years and approx 3 mil to validate our process, tools, etc. This is, however, a separate topic. Simply, I seek industry standards on eval return rates with the parameters stated in my original msg.
