Your post is worth mulling over the NEW YEAR and taking a couple of resolutions, one would be to "change to plan B"

Other things worth checking out for me would be to see if we're veering off-course objective, validate the test results and see that somebody is not diluting it to pass the grades and trainees (you'd be surprised... this can happen); we have a national team of 3000 ppl and lots of training going on, multi-locational, pressures from field managers to PASS the trainees (if they fail the grades, they are grounded for extended training)...
