Of course it answers it -- whoever needs it. That's who should get it, and that is based on analysis of what is best for the organization to do what it needs to do. That doesn't mean it will be equal within the org. That doesn't mean it will be the same from one org to another. In other words, percentages don't enter into it -- certainly not some "benchmark" that cannot possibly be a magic bullet for all organizations. Sometimes, as you suggest, that means leaving the big kahunas out of the picture completely. But sometimes, that means investing a lot in them too because they're one of the key causes for high attrition. People don't leave jobs. They leave managers.

Sometimes I feel there is contraryness just for the sake of being contrary...
