I am looking for a way to help employees feel more connected to their evaluation. We want employees to have more of a say in their progression within the organization.

Need to talk to your employees and find out what do they believe about the evaluation process. In many places the process is a "pro forma" there is no relationship between what is written and what is going on with the execution of an employee, employees are very smart and they know when performance ratings are based on politics rather than performance. So, when we turn the preformance evaluations to be a meaningful, informative, inspirational tool that guide employees to do their best and inspire them to grow, then at that moment employees will start to respect and value their evaluations and a connection will start to grow.
Many times the issue is not with the employee is with the leaders behaviors and abuse of tools that should have a positive impact. Check if that is the case... Serra http://www.comunicasolutions.com |

If you aren't already doing so, make them an active participant. First of all, evaluations shouldn't be annual events (you didn't say they were, just making a point). The employee and the supervisor / leader should be sitting down together, face-to-face and having a discussion at least once a month. This should be a discussion involving goal attainment and future plans. Then when the annual evaluation rolls around, it's pretty much done. But you could also use that opportunity to solicit input from the employee by having them complete the evaluation at the same time the leader does and then share the information.
