The newer, fresher part is certainly true! I view Kirkpatrick's framework as helping all stakeholders clearly see what to do in terms of evaluation planning. Other contributors (Fitz-enz, Phillips, Brinkerhoff, Gaines-Robinson, Horton) have helped define how to actually conduct the assessments within an evaluation plan, i.e., process.

Both seem necessary and valuable.
