If top management knows that these supervisors have a turnover rate of 70-80% and understands the cost of such incompetence, there is not much to say. They do know don't they!
Maybe the strategic plan accounts for such turnover and profit is predicated on it, especially in a union environment.
Even in this uncertain environment one can land a better job, if astutely approached. My one warning is to NEVER conduct the job search using the facilities at your present job nor confide to anyone at work. I realize that you know this already but I thought it needed to be said.

Executives are often convinced by managers who are responsible for turnover that; their turnover rate is not that high, its within reason, it is close to the industry average, etc. My favorite is "but we are different.

I'm afraid that managers get the turnover rate that they deserve.

You are,of course, in a position to know if they find this retainment policy profitable. My point is that profitability is the deciding factor here and its origins are not always evident. If the organization is successful for any duration of time. Management will be quite aware of the fog and filter of the knowledge chain.
