Does anyone know where I can find a list of training and development components to evaluate for value and risk during an acquisition?

Don't know if this helps but I'll take a shot from the perspective of an external consultant assessing an organization's learning strategy effectiveness.

My personal preference is to begin by spending time with the senior execs and HR/T&D staff and learn about their philosophy around learning and development. How is it linked to corporate strategy-goals-objectives? Do the HR and T&D functions have a seat at the BIG table? How do they track those people investments...ROI? Do they rely strictly on a performance appraisal system or do they also use feedback tools (360) for developmental purposes? Do they have anything in place to insure the training transfers to the workplace?

That conversation alone will tell you where else to look.

The traditional numbers (courses, headcount..et al) may be helpful but I have found it less of a meaningful performance marker.
