Speaking of accountability resources, I have often used the book "Accountability...a Noun or a Verb?" as a reading for leadership development programs in my organization.

Any workshop that asserts it can create a particular culture is over-promising because a cultural shift can occur only through the people within the culture. In other words -- the tools are only as good as the people implementing them. An organization and its culture is deconstructed and reconstructed constantly by the people within it. There is no magic bullet except perhaps to acknowledge that it is the people within the organization who create the culture. Just my two cents.
Agree fully that culture is not something that a class or workshop will change...there is no magic bullet. However, I do believe that leaders and leadership behavior do have a dramatic impact on shaping the norms/values, etc. (ie culture) of an organization. Thus, I would focus key efforts and energies on shaping leadership behavior within your organization. That is how we used "Accountability...a noun or a verb?" in our leadership development programs. We used it to facilitate an on-going dialgue with key leaders about the behaviors they were demonstrating and signaling (as in what was important) to the rest of the organization as we wanted these to demonstrate accountable behavior.

I agree, although those in leadership are human too, and I don't think it's a far stretch to assume there are some leaders who probably shouldn't be. If one is going to select an OTS tool to assist in a sort of uniform leadership development paradigm, one should probably also be prepared to discard the waste.
