Would recommend instead a strategy session with her team. Sounds like the issue is how to transition and enhance the reputation of the department. Engaging her team for a couple days to uncover the real issues and a strategy for addressing them may be better than a class. Can provide a sample agenda if she's interested.
What i have found is the biggest problem is the hands on training tactics. The academys are still teaching things from the 80's and 90's, but incorporating mixed martials now that the sport is so popular. The problem is that these trainers do not understand the dynamic of what truley takes place in the field or never had their tactics tested. The trainers need to implement a program that teaches the the Lowest Common Denomenator (LCD) type officer. There is currently a national system in place for this, problem is trainers are not open to change due to alpha male type personalities.
