I am looking for good quality free or inexpensive stand-alone elearning courses for leadership/mgmt development purposes (ie, AMA). I can not sign up with a MindLeaders or Skillsoft type of vendor at this time. Any suggestions?

The website http://www.manager-tools.com/ has a lot of resources, podcasts, etc, and is free.

I've been hired to help develop some alternative learning delivery methods, and one happens to focus on informal learning via audio for managers.

We haven't gone public yet but we've created a toolbar that will be packed with both audio and articles (all free) that a manager can access during spare time, or to take a break, or to have on in the background.

I'm actually really excited about this, even though it's far from finished. We have a fair amount of audio available, but will add more. If you want to preview it, you can do so if you have firefox or IE. Installation required, but it uninstalls if you don't want to keep it.

Re: actual courses, my guess would be that budget elearning would largely be ignored in terms of course update, but you'd know best if that would be the case.
