Hi Duncan -- Think of "competencies" as being at a higher level than "behaviors." A competency might be "Creativity" of which there are several behaviors that demonstrate creativity (or lack thereof).

Greg-I am also researching on competency mapping process. I found this company called Hay Group. You may want to check out their website. You are right about competency model development as part of developing framework for career maps. That's what makes the process more complicated.
