I would start by speaking to the managers of the supervisors. What characteritics do they want to see in supervisors.

Once you undertand that you can begin to deign the curriculm.

I'd start with your current supervisors. Ask them what they would have liked to know when they first started out as a supervisor. Ask them what "one thing" makes them feel successful too. You should get a pile of great answers that will help you decide on your curriculum.

I would suggest that after you determine the curriculum, you consider the delivery method. I would suggest that you consider a blended deliver method(elearning and classroom).
