Barb refers to 16 competencies.

Boom refers to 5 (VOICE).

As a fellow ex-military person I'd go with the 5 - why? because you can remember 5 more easily, live by them more easily, model them more easily, and make sense of them more easily.

Don't overly complicate things - keep things as simple as possible, but no simpler!
